Why is OG&E offering wind power? |

OG&E customers have expressed an interest in renewable energy opportunities. Wind
power is a viable energy option that works for Oklahoma; and when natural gas prices are high, offers
savings to customers. It also makes our environment cleaner, provides tax revenue for communities and
schools near wind farms and adds balance to OG&E’s energy portfolio. |

Will OG&E continue to offer Wind Power on a subscription basis? |

No. The construction of our Centennial Wind Farm allows use to add wind power
to our electricity generation mix, eliminating the need to offer wind power on a subscription basis.
We appreciate the 10,000 customers who originally subscribed to Wind Power and will continue to honor
their Wind Power subscriptions, giving them an opportunity to continue their support for this program. |

How much does a Wind Power subscription cost? |

The cost of OG&E wind power varies depending on the cost of natural gas which also
is used to generate electricity. When natural gas prices are high, wind power costs less than standard
OG&E electricity. In January 2006, the rate for wind was decreased significantly from $2 per block of
100 kilowatt hours to 10 cents per block of 100 kilowatt hours. When fuel costs are high, Wind Power
customers can see a credit on their bill. It's important to note that if natural gas prices drop, the
cost of wind power will be higher than OG&E’s standard electricity. The cost of wind power also includes
public education about renewable energy and costs OG&E incurs to keep power plants running to take over
when the wind stops blowing. However, thousands of Oklahomans support wind power because of the environmental

Is the option to purchase a wind power subscription available to Arkansas customers? |

No, the option to subscribe to wind power has only been available to customers in
Oklahoma. The construction of Centennial Wind Farm means that all OG&E customers, including those in Arkansas,
will receive the benefit of wind power. |

How do I know I am getting wind power at my home or business? |
| |
Customers with an existing wind power subscription will see the wind power charges
and credits reflected on their monthly bill. For all customers, wind power generated electricity is
placed on the OG&E power grid, which is like a pool of water. With your support of wind power, you
have contributed to a “cleaner” pool of power. |

If I have a subscription to Wind Power, can I change my order? |

Yes, you can cancel your order for wind power any time after the initial
three-billing-cycle contract. You can also lower the amount of your wind power subscription. Simply
call OG&E Customer Service. at 1-800-272-9741 (outside the Oklahoma City metro area) or 405-272-9741
within the Oklahoma City metro area. Due to the limited quantities of available wind power, we
cannot add more wind power to your original subscription. |

Since you are no longer offering wind power subscriptions, will all customers
have to pay for wind power? |

Effective in February 2007, there is a Wind Power Factor on all Oklahoma customers’
bills. This charge will have a minimal effect on customers’ bills, about 11 cents more per month, and
was approved by the Oklahoma Corporation Commission to fund construction costs for the new Centennial
Wind Farm. This factor will be in effect through 2009 and is expected to decrease as the facility depreciates. |

Will I have a turbine in my backyard? |

No, choosing OG&E Wind Power requires no new or different equipment at your home or business. |

No, OG&E only sells the electricity generated from wind farms. |
